More highlights from Dean Logan's deposition.

The one thing that I did get wrong in my summary of Chris Vance's remarks before the official transcripts was released was this:

polling place inspectors (who were appointed by the Democrat Party this year) got blank ballots to take home on Friday before the election; the number is known only to the nearest 20. The inspectors were not asked to account for and return any remaining unused ballots after the polls closed. They were simply instructed to destroy them
In fact, they were instructed to return the destroyed ballots to King County Elections. But the real problem is that nobody at King County Elections counts the number of destroyed unused ballots to make sure that all ballots are properly accounted for.

Q How do you know how many ballots were used at a particular precinct?

A We -- based on the ballot accountability sheet completed by the poll workers on election day, based on the number of ballot stubs that are returned associated with the ballots that were issued in that particular precinct. And that can be compared to the number of ballots that were accounted for at that particular precinct.

[links are to photos of actual poll books] Here's just one example of a "ballot accountability sheet" that doesn't account for ballots -- from precinct 37-1648 at the New Holly Neighborhood Campus -- it shows that 129 ballots were issued, of which 7 were provisional, implying that 122 regular ballots were issued. This form doesn't report (as its supposed to) the number of ballots that were counted by the Accuvote, but other information puts that number at 125. The poll workers didn't always record the serial numbers of the issued ballots in the poll book as they were supposed to. Only 118 voters from this precinct were credited. The canvassing workers found 2 missing provisional ballot labels. So presumably 2 provisionals went through the Accuvote. But even this theory doesn't explain all the discrepancies. And for some reason, this precinct was not on the original list of the "348" (really more than that) unverified provisionals that went through the AccuVote.

1. This is precisely where Logan's lack of training in systems management and internal controls bites him badly. These are simple, fundamental issues that are clearly required. Many other County's clearly have made certain ALL blank ballots are accounted for. Logan, trying to defend this lack of accountability, looks foolish....especially when there are MORE BALLOTS THAN VOTERS CREDITED!
