Biden is calling for funding (money) directly from the populus pocket and into Obama's war chest/discretionary fund.
This is (importantly) what was said:

"...nearly $40 million more than every interest group spent on the 2008 presidential election — combined."
"By spending an unprecedented amount of cash to support Republicans, they’re doing their best to buy their way back into power."
" I’m used to seeing the good guys outspent by interest groups."
No where does he say fundraising or spending money is bad. Simply that if THEY are going to spend that much money, WE need to spend that much money. I'm sure my paraphrase sums his sentiment up.

The letter that is the topic of this discussion said their plan was DIFFERENT from raising money. But it's not. That is PRECISELY their plan. You really think the Democrats are not "tapping the special interests?" Not "working the phones and calling in every favor?" Not "leaning on the big-dollar donors and the corporate lobbyists?" Of course they are. They said their plan is "different." But it's not. Both parties do the exact same thing: asking for money from wherever they can get it.

But the Dems solicit funds from "special interests" as much as the Republicans do. It's quite hypocritical to criticize -- as you and the Dems do -- "special interest" money while trying to get as much of that money as you can get your hands on.
